'Undo' magic will not work in any way. Aaaaaand yes, the 'people' are 100% stone by now. There is nothing human in them to sense anymore, neither will, nor consciousness.
If Clef tries his magic, he will spend the immediately following couple of hours feeling very, very old - the legendary 'weight of (a thousand) years,' if you'd like. His body will feel uncooperative and slow, as if made of lead, and he'll find his memories and thoughts also slowed down and lethargic. He'll probably be unable to make it back on his own, so, er, better have someone there to carry him out, or else he'll probably fall asleep and be turned to stone (or the tower might fall on him).
