To answer your question, he didn't really freak out because people really seemed to know him. Which leads us to two things. One, he really does take great comfort in the knowledge that he belongs somewhere, even if he doesn't remember it. And two, he usually controls who knows what about him, he's pays attention who he tells things to (he had huge stress and freak out when Kyle knew things about him he only shared with Jack and Ianto); and so seeing so many people know him and stuff about him only ensured him that this whole thing? Can't be real. So it's either a dream or a coma, but since it's rude to tell people they're not real, he keeps that to himself.
