Even with the overarching plots going on, it's still always neat to take advantage of the insane variety of City residents on display, and put together an event, a great adventure, or public mayhem.
So, if you have absolutely anything in mind that you'd like to start (or join!) with your character, just put it down. It can be a tiny, local deal ( a trip, a party, research gone wrong, building a fort, etc), or something with a bigger scope ( a hero squad to help the police, instituting a City regime of terror, etcetc) - really, just mention it, see who else would like to join in, make the necessary plans, and go.
Pretty much anything can be used to generate more of the fabled CR, so yeeeeeesssssss, don't hesitate to approach people with whom you've never interacted before, either to join in on their plan, or to recruit them for yours.
We'll be here for any questions, and there's also always this, if you'd like to suggest a City-wide plot, too!

It does and doesn't solve the issue... as far as Tamaki would know, these people have submitted their names (or had them submitted) of their own free will, so the invitation wouldn't have a reason to be that vague, especially since he'd have to provide some kind of information (the type of interaction they're looking forward to, or preferences, or even what clothing item they'll be wearing, for identification). It can be dressed up as ~ romantic ambiguity ~ but... yeah, it's stretching it.
There's also the matter of, say, one person putting up their invite on the network / mentioning it, then people would probably realize what's up and not go, orz. It still basically requires that people who do agree to have their chars submitted be willing to bend a little on their end too, and find a mechanism for their characters to attend.
